I tried to attach the plat and corresponding deed. I am not an attorney. I cannot provide legal advice in regards to access rights. A portion of clearview ter appears to be a publicly maintained street. The public right-of-way may not reach to your clients parcel. The attached deed may provide for some type of access right, but i am unsure to what degree. For permit purposes i plan to reserve a temporary address holder of 99999 clearview ter for now. The buncombe county land records database shows the parcel address as 99999 chatham rd. That reference should update by monday to the new temporary 99999 clearview ter address. The street name clearview is a duplicated street name.
