Code enforcement

Called to location about flickering lights and occasional tingling/shock in shower, etc. Found totally unsatisfactory main panel and service. The whole thing needs redone to code and safety, was supposedly done by a professed licensed elect. But service was obviously not inspected. Primary safety issue is that intermittent contact and arcing are occurring in service pipe, need to replace the service wire, the meter socket (current one is 60a and dangling off the siding), the panel in the basement is barely attached to the wall, grounding and bonding either not-attached or non-existent, etc, etc.
